Ellen Cornelius returns to Maryland Carey Law in 2026 after serving as an adjunct professor from 2012 to 2022. Previously, she taught Legal Ethics; Legal Methods and Process; Legal Writing and Critical Thinking; and Law and Policy of Cybersecurity. Her articles have been published in the United States Cybersecurity Magazine and the Domestic Preparedness Journal.
Professor Cornelius is an assistant county attorney in Montgomery County, Md., where she focuses on grants law in the Finance and Procurement Division of the Office of the County Attorney. Previously, she was an attorney advisor and adjunct ethics advisor in the Office of Chief Counsel at the Federal Emergency Management Agency. Her prior experience also included time as a senior research associate with the Center for Cyber, Health, and Hazard Strategies (formerly the Center for Health and Homeland Security).
She received a BA with honors in Political Science from Wake Forest University and her law degree from Maryland Carey Law, where she served as an editor of the Maryland Law Journal of Race, Religion, Gender, and Class.
