Judge Morse is an associate judge for the District Court of Baltimore City, sitting in various dockets including traffic, criminal, and civil. She also serves as the mentor for the Baltimore City District Court law clerks. Previously, Judge Morse was an assistant state’s attorney with the state’s attorney’s offices in Baltimore City and Anne Arundel County and an assistant attorney general with the Organized Crime Unit of the Maryland Attorney General’s Office. At those offices, she prosecuted crimes ranging from traffic offenses and misdemeanors to homicides and participation in criminal gangs.
After graduating from Maryland Carey Law in 2011, Judge Morse clerked for the Honorable Stephen M. Waldron in the Circuit Court for Harford County. While in law school, Judge Morse completed the Environmental Law Certificate and served as the treasurer of the Environmental Law Club, a writing fellow, and coordinator of the Peer Advisor Program. Judge Morse has been teaching at Maryland Carey Law as an adjunct professor since 2023.
