Law enforcement and public health are both government modes of responding to a problem. But one seeks you out in order to punish you while the other is trying to identify people who are sick so they can be helped.
Professor Natalie Ram was quoted in "Cities and Schools Are Testing Wastewater for Illicit Drugs" in The New York Times on June 21.
Ram is professor of law at Maryland Carey Law. She is also adjunct faculty with the Berman Institute of Bioethics at Johns Hopkins University.
