Course Description

This class will discuss how a bill becomes a law by examining several bills that were considered by several bills that were recently considered by the Maryland General Assembly. (Legislation before the U.S. Congress will also be included in the syllabus.) Public policy considerations, the politics of the legislative process, statutory interpretation, and the drafting of legislation and amendments will be discussed. The principal writing assignment will consist of drafting a bill, presenting written and verbal testimony on it at a mock hearing during class, and preparing a strategy memo on how to secure the bill's passage.
