Environmental Law Seminar: State and Local Environmental Law

Course Description

This course focuses on federal environmental law implementation by State and local governments as well as traditional state and local permitting and authority that impact the environment, with primary focus on Maryland state and local laws, but also reviewing unique or cutting edge laws in other States, such as New Jersey, Pennsylvania and California . The course will cover the planning, engineering, costs and environmental laws pertaining to delivery of drinking water, treating wastewater and sewage, stormwater management, erosion and sediment control, landfills, incinerators, recycling/composting/trash diversion, water system management through TMDLs, environmental enforcement and consent decrees, sustainability plans and broader polices that relate to these issues. Students will learn how State and local governments implement environmental laws, relating to the engineering, operation and management of the above facilities. The course will also investigate broader policy issues that impact the operation of these facilities, such as worldwide trash and recycling markets and the limitations of State and municipal budgets to address these issues.

C: Environmental Law as a prerequisite or co-requisite.

This course builds from the material covered in Environmental Law, so knowledge of the Clean Water Act and Clean Air Act, as well as a general understanding of how environmental laws are implemented through cooperative federalism, would be very helpful.
